Ms Vindhya Jayasena assumed duties recently as the new Registrar of the Open University of Sri Lanka.

Ms Jayasena who commands considerable experience in University activities, earlier functioned as the Deputy Registrar of the Postgraduate Institute of Archaeology of the University of Kelaniya Sri Lanka, prior to her appointment as the Registrar of the OUSL.

She had her education at Gankanda MMV, Pelmadulla and Fergusons Girls’ High School, Ratnapura and graduated from the University of Ruhuna with a Second Class (Upper) degree.

Following graduation, she obtained a Diploma in Personnel Management from the National Institute of Business Management and a Diploma in Advanced English for Administration and Academic Purposes from the University of Colombo.

She successfully followed a Postgraduate study course at the OUSL obtaining the Commonwealth Executive MBA degree.

During her school career, Ms Jayasena had won certificates in Art competitions and was also the leader of the College Music Band and had played Netball and Volleyball as an undergraduate

Our University with its objective of distant and open education, is constantly exploring modern technological techniques to impart reliable information for the benefit of our students. The OUSL is the only University in Sri Lanka that engages in educational activities adopting the Distant Education method and it is also a University in the National University system.

The Distant Education system embodies a large number of unique components and accessing teachers' instructions via the internet is the most significant of them all.

The fifth generation of students of the OUSL are directed towards following study techniques via the internet thanks to open technology. Our aim is to broaden the horizons for them.

This year the OUSL completes 30 years. Founded in 1980, this University is heading for excellence, passing various milestones.
The message of open education has reached distant areas, consequent to bold experiments, teaching quite successfully Engineering and Natural Science technologies via distant education.

The education message of the University has spread out to distant areas through the network of provincial centres, rendering yeomen service to students of such areas.

The Open University which makes way for students of Sri Lanka to fulfill their higher education requirements is exploring what more is needed to be done.

I must state that our leadership and the staff are dedicated for this purpose.

Dispatch Unit

The Course Material Distribution Centre (Central Dispatch Unit) is the main distribution centre of all printed course materials which are printed and supplied by the OUSL printing press.
All printed course materials are stored here and sent to all OUSL Regional, Study and Teaching centers situated Island wide according to the dispatch order sent by the respective Head of Department / Programme Co-ordinator.

Finance Division

Mission

Committed to support the University Management to fulfill its financial obligations efficiently by managing University funds and providing timely, accurate, clear and complete information in a spirit of integrity and dedication.

Duties and Responsibilities

The Finance Division is mainly responsible for managing the overall accounting activities concerning revenue, financial reporting and financial services of the University. Its major areas of duties include preparation of annual budget, collection of revenue, procurement of goods, maintaining and updating of accounting records, creating and presenting financial status reports to internal and external parties, preparation of financial statements and presenting to the management and to the Auditor General, and maintaining better financial discipline and providing high quality financial information that supports the university’s corporate management initiatives.

Information Technology Division

The Information Technology division is responsible for maintenance of the  integrity and security of the university network, student database of the university, maintenance of the IT infrastructure for and provision of web pages, email, MIS, training of the staff on usage of IT, maintenance, upkeep and upgrading of all IT equipment in OUSL. There are 30 staff members who will support to provide the IT services to the University

Public Relations Division

Public Relations Division of the Open University provides a service to the entire University by helping to give the public and the media a better understanding about the courses conducted by the University. The division also helps the management to achieve its full potential by providing the feedback from the public.

 Student Welfare Division

The OUSL has established a Board of Student Welfare and a Welfare Division in order to expand and accommodate student services in a broader context. The Welfare Division is responsible for coordination and facilitation of activities coming under different units such as, student counseling, career guidance, health care, maintenance division and security etc allowing for better networking and efficiency.

Some of the specific functions coming under the Student Welfare Division are as follows:

      • Selection and approval of students for the university, Mahapola and other bursaries
      • Review, monitor and evaluate progress of activities carried out by support service units
      • Initiate activities to enhance students’ welfare and cultural renaissance
      • Initiate activities to enhance students’ social, ethnic cohesion and harmony
      • Create awareness about the university student charter and promote students to comply with norms
      • Entertain complaints, problems, grievances from students
      • Facilitate the management of temporary residential facility
      • Coordinate student counselling services
      • Facilitate management of common amenities

The Student Welfare Division of the OUSL is dedicated to foster an environment where all students feel appreciated and respected. We are committed to build collaborative relationships, look after the well-being of students and empower the student community to manage their own learning and development
